The Skills Development Act (1998) and the Skill Development
Levies Act (1999) were developed to promote employment, alleviate poverty,
enhance global competitiveness and accelerate economic growth in South Africa
by addressing the skills shortage through the National Skills Development
Strategy I: 2000-2005 and NSDS II: 2005-2010.
